2. Mallorca – Construction/Investment; Economy; Finance; Law and Taxes
(1) Construction / Investment
Palma. Airport operator AENA is investing 20,5 million euros on new flooring
Record numbers of visitors also means extreme wear and tear on airport installations, and so AENA is constantly investing in the maintenance of its facilities. Next on the list of improvements is the flooring in terminals B, C and D as well as the connecting areas. With a total investment of 20.5 million euros, the current flooring is to be removed and a new one, with an additional layer of insulation, will be laid. The work will be carried out in several stages in order to minimize the effect on the day to day workings of the airport.
Palma: An urban forest of 40m2 is going to be built
Palma has decided to create an urban forest. The first area to be rejuvenated is the 16,000 m² area between Parc de Sa Riera and the Avenidas which was the former greyhound racing track, which will be planted with endemic trees. It is expected that as of 2019, the neighbouring 24,000 m², belonging to the former cycling stadium, will also be planted with trees. A € 500,000 investment is planned for the first construction phase.
Pollenca: Reconstruction of the Promenade
The municipality of Pollenca will continue with the extension at the sea front promenade once the season has finished. Pedestrian areas are to be re-paved, traffic lanes re-asphalted and a cycle path will be created. Public facilities such as seating areas and lighting will also be renewed or replaced. The old concrete benches are to be replaced by modern seating facing the sea, added to which new street lamps and bins will also be installed. The complete renovation should take up to 8 months. Balearic Exports: 125% higher than last year
During the crisis period on the Balearics the export of the local products declined significantly, and only started to pick up as of 2013. In 2017 things picked up significantly, as the period from January to June 2017 exports rose by 125 % compared to the previous year. A total of 833 million euros were exported during this period. Main export goods are shoes, jewellery and wine. The most important trading partners are from Germany, Italy and France.
Tourism I: Germania is significantly expanding
Following the bankruptcy of Air Berlin Mallorca’s air traffic has been re-mixed and the benefits re-distributed. In May Germania opened a new base on Mallorca, which will also be used during the off-peak season. In the coming season, Mallorca will be served by nine German airports including the addition of Berlin. The frequency of flights to Nürnberg is to be doubled.
Tourism II: in September 2017 hotels on the island show an occupancy rate of 85%
According to the hotel industry, August has achieved excellent occupancy rates and expectations for September are also excellent. According to the hotel association FEHM, the occupancy rate for beds in September 2017 is 85%, which is only slightly lower than in the previous month. However, revenue will be significantly higher due to price increases. Hotels which have been renovated have increased their prices by an average of 12%, the remainder by an average of 3%. Yet again vacation rental of apartments: government gives Internet providers an ultimatum

The government has set a deadline of two weeks for these providers to remove such offers from the net, otherwise penalties between € 40,000 and € 400,000 will be imposed. Andratx port without concession following a court decision, there are threats of claims for damages in millions
The operators of the port of Andratx no longer have the concession following a court decision and must hand over the port to the plaintiff. Everywhere you ask, there is confusion. Background to this story is as follows: In 2006, the Club de Vela received the concession for the port from the Balearic Government for a period of 30 years, following an invitation to tender, although in 2002 the Club de Vela was only allocated third place, The Iniciative Portuaris de Mar de Mallorca, who challenged the contract awarded to the Club de Vela, occupied first place and subsequently sued. Now the Supreme Court of Spain decided in favour of Initiatives Portuaris, and the Club de Vela now has to surrender the concession to them. As things go it is expensive: since 2006 the Club de Vela has not only managed the port but also has invested millions in it. Initiatives Portuaris want to take over the harbour or receive a ‘golden handshake’ to waiver its rights. Exciting times.
Tourism tax is to be doubled in the coming year
The plans of the Balearic Government to increase tourism tax in the coming year are taking shape: for the high season, they plan to double the tax. In the future cruise passengers will also be asked to pay. In 4+ and 5-star hotels, the daily rate will rise from € 2 to € 4. However, nothing is written in stone at the moment as there are those in the left-wing camp who believe that the planned increase is not enough. These people not only see additional tax revenues, but also want to influence, by means of the tourist tax, what is in their opinion, an oversubscribed tourism market and so limit the number of tourists by means of high taxes. |

ELENA GATTI and Peter Thoms - from graphic to abstract
One aspect of the history of painting of the 20th century is the shift from figurative representation through several development steps to a gradual abstraction whose ultimate goal was the complete disintegration of the graphic. The result is an autonomous artistic statement. The Minkner Art Gallery in Santa Ponsa offers a new collective exhibition by the artists Elena Gatti and Peter Thoms, who follow the path from graphic to abstract through their work.
Elena Gatti was born in 1950 in Argentina, and now lives and works in her adopted home of Mallorca. By sketchy allusions and overwriting them to evolve forms, light and shadow, and thus comes to new perspectives of objects and people. It stimulates the imagination of the viewer, creating "works for immersion".
Peter Thoms, awarded the Ruhr Prize for Art and Science, is a master of the game of colour and light, which he uses almost playfully to resolve the representational and abstract. From the Middle distance, itself developed from the ordered chaos arises.

8th September 2017, Vernissage Norbert Jäger - New large sculptures, cultural finca Son Baulo
The sculptor Norbert Jäger is already in his 12th year of looking for stones for his sculptures in the quarries of Santanyi, Portocolom and Binissalem . Now, these works, some from Carrera marble, are to be exhibited at the cultural finca Son Baulo, where visitors can admire the pieces. His sculptures are found worldwide in public institutions and art exhibitions. The artist will be present at the vernissage and is ready to talk.
