2. Mallorca – Construction/Investment; Economy; Finance; Law and Taxes

(1) Construction / Investment

Palma: a further 1.5 km of cycling paths under construction

The island capital Palma is to extend the 83.5 km long network of cycling paths by another 1.5 km. The new cycle paths - accessible in both directions - are situated between the Son Gotleu district and the Cami Salard, and the Valldemossa road and the cemetery at the roundabout near the Parc de la Riera.

Palma:  The manor house Son Ametler will be converted into a community centre

In Palmas neighbourhood El Vivero, the 13th century manor house, Cases de Son Ametler, stands empty awaiting a new use. This has now been found: According to plans presented, the building is to be converted into a community centre. It definitely has enough space: the mansion has a usable area of 2,700 m² and a large garden with a reservoir and a small chapel. The city will provide € 500,000 for its complete renovation.

Alcudia: Port facilities in the Bacares port in Alcudia are to be renewed

During this legislative period, 34 million euros will be invested in Mallorcan port facilities. The port of Bacares in Alcudia will benefit from this investment. The quay wall is to be reinforced, the harbour paved and new green areas are to be laid. The work is principally for security reasons, but also to embellish Bacares. Construction work will start in October 2017 and should be completed in four months.

Maria de la Salut: a new boutique hotel is being built in Plaza de Pou

A 100-year-old building on the Plaza de Pou in Maria de la Salut is currently being converted into a boutique hotel. The building was empty for 22 years and in a state of decay. Previously, it was a bar, which was the hub of social life in the village. The new hotel will have nine rooms. The owners Joan Toni Cantarellas and Catalina Bauza have been able to preserve many of the traditional details during the renovation work in order to maintain the original charm of the building.

(2) Economy

Tourism: 91% hotel occupancy in August 2017

The national statistical institute INE has published the latest figures for hotel occupancy in the Balearic Islands in the month of August 2017, which amount to 10.8 million hotel overnight stays in hotels in the Balearic Islands. This is the highest amount in all of Spain and corresponds to a load factor of 91%. The hotels in Calvia had the best occupancy rates. On average, every holidaymaker paid €105.6 per night, 6% more than in the same month of the previous year.

Construction: demands on politics

The construction industry, whose order books are almost full until the coming spring, are worried about the future and make demands on politicians. Since 2012 the construction industry had received its orders mainly from the hotel industry because of the corresponding provisions in the Tourism Act to modernise hotels. The current left-wing government has removed the corresponding regulations in the Tourism Act. There are at present 60 construction projects with a total volume of 80 million euros are due to be completed. A further reason for a downturn could be caused by the fact that there is a statutory building block on urbanisations which have not yet been connected to the sewage system which would affect some 400 developments. Perhaps policy-makers should create exemptions, as has been the case in recent decades.

Construction industry: left-wing government stops development and expansion of 10 ports

The left-wing government has stopped 5 new projects and 5 expansion projects of ports in Mallorca, Ibiza and Menorca. As a result, 1,930 planned moorings for boats are to be cancelled. At present, PortsIB manages 9,519 berths, which are sufficient according to the left, despite the thousands of prospective customers, who are on the waiting lists of ports.  Those ports affected are, among others, the Club Nautico Arenal, the Club Nautico Pollenca, the Club Nautico in Palmanova and Porto Portals.

Agriculture: Farmers demand support for damages caused by the fire blight disease

Mallorcan agriculture currently suffers from the rapidly spreading fire blight disease which attacks almond and olive trees in particular. It is possible that more acreage may need to be destroyed to prevent further spreading. The farmers concerned are now demanding compensation from the state government and hope that these funds can come out of the tourism tax pot. They argue that Mallorca’s almond blossom is one of the most important advertising media on the island. Mallorca has approx. 3.8 million almond trees and 1 million olive trees.

(3) Law, taxes, and finances

Vacation rental: what apartments and which houses have a rental license? New app

After the severe restriction of the rental of apartments and houses due to changes in the tourism law, the government now wants to provide greater transparency: on the basis of the licenses issued, it is now possible to find out on the Internet, and via an app, which apartments and houses, currently have a license. This also works in reverse, as properties that do not appear on the list but are nevertheless offered for holiday rental, do not have a license, and are therefore rented illegally. This makes the work of the government inspectors easier, and they can certainly look forward to the support of neighbours who are prepared to blow the whistle. This is the result of a demand for transparency.,

The Lightness of the Stone "- The Sculptor Norbert Jäger

Egyptians, Greeks and Romans brought sculpture to great heights by sculpting gods and heroes from huge blocks of basalt, granite, and marble that would last for eternity. Armed with the knowledge of their sculptor colleagues of thousands of years earlier, the avant-garde sculptors of the twentieth century developed "free works". The sculptor not only left his mark, but became a passionate designer who, in his struggle with the material, gave his ideas free rein. One of the masters of his subject is the sculptor Norbert Jäger, who will be exhibiting his new works at the Galeria de Arte Minkner in Santa Ponsa until the end of October 2017.

Norbert Jäger completed an apprenticeship as a stone sculptor in Frankfurt and received several awards immediately after completing his training, including the Federal Prize for Sculptors. Consequently, Master's seminars, scholarships and periods of study in the USA, Australia and Greece, as well as individual and group exhibitions in Germany, Italy, Spain, Belgium, Korea, Turkey, USA, followed by lectures of symposia public institutions, companies and private collections at home and abroad were to follow.

With a hammer, chisel and angle grinder, Norbert Jäger tackles the stone blocks some of which are up to 3.50 metres high and several tons in weight. His favourite material is marble, as "it has the most interior life and character", but also the "Santanyi" stone of Mallorca yields to his will, his imagination, his creativity and his creative interpretation. Norbert Jäger creates sculptures with a high respect for the stone in dramatic proportions, breathtaking beauty, simple elegance and gives the viewer "the lightness of the stone"

HERMAN - "Gans schön sonnig" - new works by the popular pop artist
The artist HERMAN, one of the most important German pop artists, will be exhibiting his latest works from 1st  September 2017 ( A unique and limited editions) at Minkner & Partner in Llucmajor. Especially Hermans word - Painting games always enchant the viewers and of the pictures,  that let them smile or reach them them deeply into the heart. Particularly attractive this time is the interplay of former Herman works (from the year 2002 and owned by the Galeria de Arte Minkner) with the currently "fresh" from his studio.

You can see the almost incredible development of the artist and the perseverance of the original Herman style. He himself has hardly changed (he says): a funny-spontaneous entertainer with a huge portion of self-irony.

A special highlight at Minkner & Partner is Llucmajor Herman's
KissingBooth the most affectionate Selfiepoint on Mallorca.
