Spanish market report in the latest edition of the Belllevue Magazin (6/17 S.56ff)

 

Market reports from realtors reporting price increases and rising sales are often not to be believed as the realtors are always suspect of influencing the market in their own interest. Europe's largest real estate magazine, BELLEVUE, publishes a market report on Spain every year. Such a report has just been published in issue 16/17, page 56 ff. Here you can read the unabridged version of the article referring to the Balearics, respectively Mallorca.

 

"Mallorca, is a very popular destination for German buyers, and many a prospective customer is annoyed that he did not get into the market earlier. All coastal zones are experiencing price increases in holiday properties. In the north-east as much as 15%, and in the south-west approx. 13%. Now prices are approaching the pre-crisis level of 2007. The south-west (Andratx and Calvia) is particularly popular. The average price is € 5,800 / m², and for luxury properties € 9,000, some of the top properties can cost over € 20,000. Absolute top locations are Port d'Andratx, Bendinat, Portals and the villa urbanisation Son Vida. In addition, Palma's trendy neighbourhoods (Santa Catalina, El Molinar-Portixol) are demanding top prices. The centre of the island is more favourable, as prices are somewhat stagnant. In these areas apartments are available here from € 200,000 and houses from € 250,000. However, finding attractive fincas below € 700,000 has become difficult.

2. Mallorca – Construction/Investment; Economy; Finance; Law and Taxes

 

(1) Construction / Investment

 

Palma: ‘Club de Mar’ an investment of 50 million for its redevelopment

 

Due to the fact that the concessions of the old port authorities have been extended by a further 25 years, the terms of the concession are now also known. The port authorities will be investing a total of € 50 million in the reconstruction and expansion of the port over a period of 3 ½ years. Construction work is expected to begin next year and to be completed in 2021. The terminal for cruise ships will offer easier access to the city, and the quayside and the installations for members and other users are to be renewed.

 

Palma: The former Son Dureta hospital is to be partly demolished

 

During the months of February and March 2018 demolition works will begin on the former Son Dureta hospital. Built in the 50s, the hospital has stood empty for the past ten years and is to be converted into a clinic for chronically ill patients. For this reason, three buildings (including the former pediatric hospital and the kitchen area) are to be demolished. The first phase is quoted as six million euros.

 

Felanitx: “Sindicat”- building complex soon to have a new use

 

The once well-known wine region around Felanitx showed its prosperity through its emblematic wine cooperative known as "Sindicat" (built 1919 - 1922) in Felanitx. The building was declared a landmark in 2001 but has since fallen into decay. Various plans failed due to the financial resources of the island council and the local authorities. This is about to change: A structural fund is expected to receive grants in order to meet the current owner's purchase price of 4.1 million euros. The concept provides for a versatile use: in view of the history of the estate, a wine museum is to be built in one part - after all, here was once the largest wine cellar in Mallorca. The rest of the building is designed and to be used to serve the arts including sculptures by Felanitx artist Miquel Barcelo. Furthermore, exhibitions, trainings and workshops will take place.

 

Son Severa/ Port Verd: The neglected urban roads are to be modernised

 

Port Verd, belongs to the municipality of Son Servera in the north-east of Mallorca, and is known for its neglected roads and numerous dilapidated buildings. The reason is that the town was built in the 1960s, but was never officially handed over to the municipality. The town council is now working on a plan to eliminate the shortcomings of the road system. To finance the renovation costs, a special tax is to be levied and it is expected it will be paid by the local residents.

 

441 million euros for planned road expansions

 

During the summer months, the Mallorquins and their visitors complained about traffic jams on the motorway and on country roads. That is why, in 2018, the island council will be investing € 441 million on the construction of roads, which is € 60 million more than that spent this year. The priority will be the expansion of the Llucmajor - Campos road, which is known to be a blackspot. In addition, there are ring roads planned for Algaida and Lloset

 

(2) Economy

 

Economic growth of the Balearic Islands stable at 3.3%

 

The Association of Business Organizations in the Balearics (CAEB) sees the economic growth of the Balearic Islands as stable at 3.3% for 2017. This is the value of the first two quarters of the year, and everything indicates that this will not change for the rest of the year as well as in the coming year. Certain imponderables are the situation in Catalunya and the economic policy of US President Donald Trump.

 

Trade: traditional Business can also suceed: Café Can Joan d’es S’Aigo in Palma

 

Lately - especially in Palma – the loss of traditional businesses is cause for complaint. Shops that have a history of more than 100 years throw the towel in. It is not always just a case of the high rental prices, often the products they sell are no longer required, such as buttons or stationery, and sometimes no appropriate successor. Against the trend, the time-honoured Can Joan de S’Aigo café in Palma, known for its hot chocolate, ensaimadas and homemade ice cream, has existed for more than 300 years (!). There are three branches of Can Joan des S’Aigo in Palma. The new store was opened in the Art Nouveau building of the modernist architect Gaspar Bennassar in the Carrer Sindicat, where a fashion shop was previously established. The other cafés are located in Carrer Sanc and Carrer Baro de Santa Maria del Sepulcre.

 

Tourism I: Thomas Cook new airline - "Thomas Cook Airlines Balearics"

 

As of 2018 the travel company Thomas Cook will create a base in Mallorca for "Thomas Cook Airlines Balearics". Thomas Cook wants first to base at least three Airbus A320s in Mallorca, which have so far flown under the brand Thomas Cook Airlines Belgium. Initially, the three Airbus A320s will be used for Condor medium and short-haul flights.

 

Tourism II: Zone Magaluf - Palmanova will be rejuvenated

 

The tourist area of Magaluf - Palmanova in the municipality of Calvia wants to update its image. This is following an analysis of the profile of tourists who prefer to visit this region. 70% of the guests are families with children, only 25% are young people who are looking to party in Mallorca. Therefore, the goal of the hoteliers is to upgrade the area to a high-quality destination especially for family tourism. The new strategy has been taking effect for two years, and it has been shown that both criminal offences and alcohol poisoning have declined significantly during this period.

 

(3) Law, taxes, and finances

 

Profits from the sale of a non-resident's residence in Spain are taxable exclusively in Spain (BFH IX R 37/16 of 27 June 2017, published on 19 October 2017)

 

In literature and jurisprudence, it has long been disputed whether the profit from the sale of a holiday property in Spain to a non-resident is taxable not only in Spain, but also in Germany. The corresponding section 23 of the German Income Tax Act (EStG) was predominantly interpreted in such a way that the profits were taxable exclusively in Spain. In contrast, the Finanzgericht Köln (Fiscal court Köln), which, by judgment of 18 October 2016 - 8 K 3825/11 (EFG 2017, 222), argued that such profits were taxable both in Spain and in Germany and tax-exempt in Germany only after 10 years. A horror show that would have made the acquisition of a foreign real estate uninteresting for many. The Bundesfinanzhof (BFH) has passed judgment in Cologne regarding the above-mentioned decision and clarified that the profit of a property used solely by the owner (i.e not rented) is taxable only in Spain. In Spain, a "flat rate" of 19% applies to non-resident taxpayers on the profit.

 

Calvia presents a new plan for declassification of building land - green vision or a breach of the law?

 

Calvia town hall has presented a new zoning plan (PGOU), which at first sight contains a lot of positive things: 86 hectares of building land are to be declassified so that they can no longer be built upon in the future. Four large parks with a total area of 1 million m² are to be created in Magaluf, Illetes, Santa Ponsa and Son Ferrer. On a section of the motorway at the height of Portals Nous / Costa d 'en Blanes a tunnel will be built, which will serve to reduce noise pollution and alleviate the amount of traffic on the motorway, therefore making it more esthetically pleasing for residents. The plans are still not published, so it is not possible to assess the extent to which damages are to be paid to the property owners. Jaume Carbonero, who is retiring in a few months and who wants to enter the annals of Calvia as a green visionary, is responsible for the plan. However, according to expert opinion, he only has his vision in mind and is consciously aware that claims in the millions for damages against the Calvia town hall will be made.

 

An example of numerous and flagrant legal violations committed by the department headed by Carbonero, is the special plan for the Son Font urbanization. Carbonero, exceeding the responsibilities of the town hall authorities, and at the same time breaching various building regulations, is aiming to reduce the potential development in the future on a plot of 4,000 m², only houses of 150 m² can be built, which up until now 250 m²). The construction of pools is to be completely forbidden and for a period a of two years a general building freeze is to be put in place. The life’s dreams of many owners are facing disaster. Approximately 100 owners have already filed appeals using experienced lawyers and are claiming damages in the millions. M & P - newsletter will continue to report. And what does Calvia's mayor say: he has ignored invitations to citizens meetings. Either he lacks the expertise or he is afraid of his citizens and voters. Both are equally disastrous. Mayor, Alfonso Rodriguez Badal, allows Carbonero to get on with it. It's not easy to be everybody's darling. Hopefully in 18 months there will be elections!

The Lightness of the Stone "- The Sculptor Norbert Jäger

 

Egyptians, Greeks and Romans brought sculpture to great heights by sculpting gods and heroes from huge blocks of basalt, granite, and marble that would last for eternity. Armed with the knowledge of their sculptor colleagues of thousands of years earlier, the avant-garde sculptors of the twentieth century developed "free works". The sculptor not only left his mark, but became a passionate designer who, in his struggle with the material, gave his ideas free rein. One of the masters of his subject is the sculptor Norbert Jäger, who will be exhibiting his new works at the Galeria de Arte Minkner in Santa Ponsa until the end of October 2017.

               

Norbert Jäger completed an apprenticeship as a stone sculptor in Frankfurt and received several awards immediately after completing his training, including the Federal Prize for Sculptors. Consequently, Master's seminars, scholarships and periods of study in the USA, Australia and Greece, as well as individual and group exhibitions in Germany, Italy, Spain, Belgium, Korea, Turkey, USA, followed by lectures of symposia public institutions, companies and private collections at home and abroad were to follow.

 

With a hammer, chisel and angle grinder, Norbert Jäger tackles the stone blocks some of which are up to 3.50 metres high and several tons in weight. His favourite material is marble, as "it has the most interior life and character", but also the "Santanyi" stone of Mallorca yields to his will, his imagination, his creativity and his creative interpretation. Norbert Jäger creates sculptures with a high respect for the stone in dramatic proportions, breathtaking beauty, simple elegance and gives the viewer "the lightness of the stone"

HERMAN - "Gans schön sonnig" - new works by the popular pop artist
The artist HERMAN, one of the most important German pop artists, will be exhibiting his latest works from 1st  September 2017 ( A unique and limited editions) at Minkner & Partner in Llucmajor. Especially Hermans word - Painting games always enchant the viewers and of the pictures,  that let them smile or reach them them deeply into the heart. Particularly attractive this time is the interplay of former Herman works (from the year 2002 and owned by the Galeria de Arte Minkner) with the currently "fresh" from his studio.

You can see the almost incredible development of the artist and the perseverance of the original Herman style. He himself has hardly changed (he says): a funny-spontaneous entertainer with a huge portion of self-irony.
