2. Mallorca – Construction/Investment; Economy; Finance; Law and Taxes

(1) Construction / Investment

Mallorca’s Real Estate increase is 7 % in 2017

Tinsa, Spain's most important real estate appraiser, has presented the preliminary figures for the development of property prices in 2017. Mainland Spain saw a moderate price increase of 4 %, but for the Balearic Islands it was an increase of 6.8 % (as of November 2017). Nevertheless, the current prices are still well below the highs of 2007 - before the onset of the real estate crisis.

Palma: In Porto Pi shopping centre extensive renovations, cinemas out and Pop Up shops in

Cinema goers will be disappointed: The popular cinema in Porto Pi is closing its doors as it is no longer profitable to the Merlin properties group who will use this opportunity to implement a new concept. The concept will be developed over the next 3 years, up until 2020, and the vacant areas will be redesigned with an investment of 16 million euros. New facilities such as pick-up points for online purchases and so-called pop-up shops (short rental period, fast sales with special promotions) will be installed, in order to respond to new trends and increase service for customers.

Playa de Palma: Overall concept has bit the dust, but redevelopment is taking place in some areas

The overall concept was developed over many years by governments of all shades, but they all failed. Nevertheless, the rehabilitation of Playa de Palma will take place in some areas. For the coming year, the state government and operators of hotels in the area have agreed on an investment to the amount of 7 million euros, which will benefit four projects. This includes the construction of a car park with 60 parking spaces in Can Pastilla, as other parking areas are to give way to pedestrian areas. Moreover, various green areas will be created and reduced traffic zones will be created

(2) Economy

Tourism I: In the following year (2018) 6 more boutique hotels to open

Small city hotels in Palma report excellent booking figures, even in the off-season. No wonder then, that next year several hoteliers want to open six such boutique hotels in Palma with a total of 250 rooms. The largest of these new hotels will be the "Protur Nuria" on the Calle Simo Ballester close to the Paseo Mallorca, with 100 rooms spread over eight floors. The opening of the 38 room Cappuccino Group Hotel in Plaza Cort, opposite the town hall, is also eagerly awaited.

Tourism II: Easyjet will fly to Berlin

As of January 2018, the low-cost airline Easyjet, will offer three additional routes to Spanish destinations, mainly Madrid, Fuerteventura and Mallorca. As of January 7th, 2018, Easyjet will fly to Palma de Mallorca from Berlin Tegel twice a day. In the summer there will be additional flights. With these new routes Easyjet joins others who hope to improve their position in the market following the Air Berlin bankruptcy. Easyjet has also employed a large number of Air Berlin employees.

Tourism III: Europcar is taking over Goldcar, EU competition law approval is granted

Goldcar, whose headquarters are in Alicante, is a leading Spanish car rental company in the low- cost segment and has a strong presence in Mallorca. However, the company has received countless complaints from consumers. Now Europcar has taken over Goldcar and the necessary EU approval is in place. The takeover is to be completed by the end of 2017. With this takeover Europcar wants to gain a leading position in the lower cost segment and expects annual turnover of 30 million euros from 2020 onwards.

Tourism IV: Palma’s airport registered a 16.3 % increase in passengers in November 2017 compared to the previous year

Record-breaking news once again for Palma's Son Sant Joan airport as the Airport operator AENA reports a total of 942,000 passengers in November 2017. This is 16.3 % more than in the same month of the previous year. The number of German passengers, was higher by 31 % compared to the previous year. Mallorcan hoteliers and business people will be very happy as this shows that efforts to extend the season are actually being made.

Casino: Additional locations for “Casino de Mallorca” are planned in the Playa de Palma

The Casino de Mallorca, located in Palma's Centro Porto Pi, is planning to open another branch in the Playa de la Palma, in the area of the newly opened 5-star hotel. This is possible due to a change in the gambling law, according to which licensed casinos may open casinos smaller than the main casino. A competitor won a tender in 2013 and rebuilt the Teatro Balear in Palma. However, a license is not yet available for these premises.

(3) Law, taxes, and finances

Ministry of Tourism initiates fine proceedings against AIRBNB and Tripadvisor

Due to the new tourism law, only apartments with a license may be offered for rent at the moment. There are practically no old licenses; new ones will be issued, if at all, after a one-year moratorium. Providers - for example, on holiday websites - are also required to specify the licence number in the ad. Once the law came into force, most providers removed apartments from their offer. Not so Airbnb and Tripadvisor. Tourism Minister Biel Barcelo has announced that they will initiate fine proceedings against Airbnb and Tripadvisor. The law provides for fines up to € 400,000.

Biel Barcelo the tourism minister is stepping down due to allegations of corruption

In the last M & P newsletter, we reported that the Tourism Minister and Vice Prime Minister, Biel Barcelo, was in a very unstable position. Not due to the fact of the tourism tax, and not because of the new tourism law reform on holiday rentals, (both considered to be worthwhile projects), but because of his proximity and implications with, and in, corruption cases against members of the left wing ecological party MES of which he is the leader. Now Barcelo has found himself in the position that his only option is to step down. The background: Barcelo, who came into office demanding transparency and political ethics, was invited by a television station and a travel company, to a one-week free Caribbean trip. His admission that he had made this trip not as a minister, but privately, made it clear that he was unfamiliar with the ethics catalogue in which he himself was involved. The left-wing government under prime minister Amengol is down and out for the count with this occurrence.

The Lightness of the Stone "- The Sculptor Norbert Jäger

Egyptians, Greeks and Romans brought sculpture to great heights by sculpting gods and heroes from huge blocks of basalt, granite, and marble that would last for eternity. Armed with the knowledge of their sculptor colleagues of thousands of years earlier, the avant-garde sculptors of the twentieth century developed "free works". The sculptor not only left his mark, but became a passionate designer who, in his struggle with the material, gave his ideas free rein. One of the masters of his subject is the sculptor Norbert Jäger, who will be exhibiting his new works at the Galeria de Arte Minkner in Santa Ponsa until the end of October 2017.

Norbert Jäger completed an apprenticeship as a stone sculptor in Frankfurt and received several awards immediately after completing his training, including the Federal Prize for Sculptors. Consequently, Master's seminars, scholarships and periods of study in the USA, Australia and Greece, as well as individual and group exhibitions in Germany, Italy, Spain, Belgium, Korea, Turkey, USA, followed by lectures of symposia public institutions, companies and private collections at home and abroad were to follow.

With a hammer, chisel and angle grinder, Norbert Jäger tackles the stone blocks some of which are up to 3.50 metres high and several tons in weight. His favourite material is marble, as "it has the most interior life and character", but also the "Santanyi" stone of Mallorca yields to his will, his imagination, his creativity and his creative interpretation. Norbert Jäger creates sculptures with a high respect for the stone in dramatic proportions, breathtaking beauty, simple elegance and gives the viewer "the lightness of the stone"

HERMAN - "Gans schön sonnig" - new works by the popular pop artist
The artist HERMAN, one of the most important German pop artists, will be exhibiting his latest works from 1st  September 2017 ( A unique and limited editions) at Minkner & Partner in Llucmajor. Especially Hermans word - Painting games always enchant the viewers and of the pictures,  that let them smile or reach them them deeply into the heart. Particularly attractive this time is the interplay of former Herman works (from the year 2002 and owned by the Galeria de Arte Minkner) with the currently "fresh" from his studio.

You can see the almost incredible development of the artist and the perseverance of the original Herman style. He himself has hardly changed (he says): a funny-spontaneous entertainer with a huge portion of self-irony.

A special highlight at Minkner & Partner is Llucmajor Herman's
KissingBooth the most affectionate Selfiepoint on Mallorca.
