2. Mallorca – Construction/Investment; Economy; Finance; Law and Taxes
(1) Construction / Investment
Palma: A new city hotel is to be created in the Plaza de las Columnas
The 30-year-old "Pension Baleares" in the Plaza de las Columnas is soon to be converted into another city hotel. The building, with its outstanding concave façade, is somewhat conspicuous and is under protection as a historical monument. The owners of the building are a group of investors who are going to turn it into a 50 bedroom, 4- star hotel. The amount of the investment is stated as being 3 million euros.
Inca: Inca wants to change rules and regulations regarding the public transport
In Inca there are to be changes, in public transport. More bus stations (e.g. at the football stadium and the hospital) are to be built. The underground parking at Plaza Antoni Mateu is to be renovated. The aim is to make the municipality an important hub for public transport. High on the list is the Park & Ride system which will be expanded so that citizens can park their cars, and will then be able to take public transport. A further two new bus routes are to be created - from Inca via Lluc to Soller and from Inca via Lluc to Pollenca
Portocolom: Construction plans of the government are encountering resistance from "Salvem Portocolom"
The Balearic government is planning major construction works in Portocolom: In the near future a pier, a warehouse, a utility building and a car park are to be built on a property in Sa Bassa Nova, which has recently been reclaimed from the sea. The residents "Salvem Portocolom" are protesting against the plan: the area should be renovated and built upon, since there is a torrent which opens into the sea and the area is threatened by flooding. (2) Economy
Water management: effective immediately no more wells are to be drilled
Science funding: the end for Mallorca’s observatory – everything will be sold off
Once again, politics leaves science out to dry. The observatory in Costitx, which is well-known far beyond Mallorca, is about to disappear. Having been unable to find an investor for a purchase price of 1.7 million euros in total, the bankruptcy administrator wants to split up the assets and dispose of them to the highest bidder: property, planetarium, telescopes, domes, cafeteria. “A tragedy “.
Commerce: "arbitrary action" - Unibail-Rodamco will sue left wing government for 100 million in damages
The left-wing government has scrapped a building permit for Unibail Rodamco for the Palm Springs shopping centre in Ses Fontanelles in Playa de Palma because it has expired. This means that all legal means of realising the project will be doomed to failure. Unibail Rodamco regards this as an arbitrary act by the current left-wing government and accuses Palma’s city administration of having curtailed the company’s rights for political reasons. Unibail Rodamco is now threatening with a claim for damages of over 100 million euros.
Tourism: August 2017, Palma’s Airport recorded 4.2 million passengers
The airport operator AENA once again reports a high number of visitors to Palma's Son Sant Joan airport in August; almost 4.2 million passengers departed and landed at Palma's airport which is 4.9% more than in the same month of the previous year. Approximately one third of the passengers (1.3 million) flew to and from Germany, almost one million came from or flew to the UK and 676,000 were passengers flying within Spain. In total, the airport recorded 19.7 million passengers from January to August 2017, 6.3% more than in the previous year. (3) Law, taxes, and finances
Once again, the rental of residential property: no new permits for the rental of detached or terraced houses for the coming year
In early August, the Balearic government passed amendments to the Balearic Tourism Act. In the past week, the rules and regulations were announced. Contrary to the initial presentation in the press, the one-year suspension on the granting of new licences now applies not only to apartments, but also to detached and terraced houses, which to date have had no problem obtaining rental licences. The respective local authorities now have 12 months to define the areas where rental is permitted or not. Existing licenses are not affected by the new law.
Too mild a punishment for a company that cut down 1.640 oak trees
A monstrous crime against nature has been handled with too much leniency by the courts. In 2015 the company Agroforest felled 1,620 trees covering an area of 25 hectares at the foot of the Tramuntana mountains close to Bunyola and sold the timber to a wholesaler and all this without permission. The company in question generated revenues of almost € 30,000. The finca is located in a bird sanctuary and is also a risk area for erosion. The court punished the offence with a fine of € 50,000.
Animal and Human Protection: Island Council forbids hunting on public fincas
The island council manages some public land with a total of 1,280 m² between Escorca and Estellenc. These properties provide a retreat for the animal world and are also very popular with hikers. Up to now, it was permitted to hunt on this land under certain conditions. The island council has now prohibited hunting on these public properties, and has also placed signs there announcing the prohibition of hunting. Beast and man will rejoice |

ELENA GATTI and Peter Thoms - from graphic to abstract
One aspect of the history of painting of the 20th century is the shift from figurative representation through several development steps to a gradual abstraction whose ultimate goal was the complete disintegration of the graphic. The result is an autonomous artistic statement. The Minkner Art Gallery in Santa Ponsa offers a new collective exhibition by the artists Elena Gatti and Peter Thoms, who follow the path from graphic to abstract through their work.
Elena Gatti was born in 1950 in Argentina, and now lives and works in her adopted home of Mallorca. By sketchy allusions and overwriting them to evolve forms, light and shadow, and thus comes to new perspectives of objects and people. It stimulates the imagination of the viewer, creating "works for immersion".
Peter Thoms, awarded the Ruhr Prize for Art and Science, is a master of the game of colour and light, which he uses almost playfully to resolve the representational and abstract. From the Middle distance, itself developed from the ordered chaos arises.
